Background: Entering 2020, New York State is facing a $6 billion dollar deficit, a historic homelessness and overdose crisis, underfunded schools, crumbling NYCHA and a climate crisis in need of major investment. Yet at a speech in front of business leaders Monday, Cuomo said he isn’t planning on proposing any revenue raisers or new taxes in his upcoming State of the State address Wednesday or his executive budget proposal, leaving little room for anything but cuts and cost shifting.
But there is another path forward. New York State is home to some of the wealthiest individuals, corporations and business sectors. Despite Governor Cuomo’s rhetoric that New York has some of the highest tax burdens, there are a multitude of effective tax policies that would target billionaires, millionaires and the corporations they own, while adequately funding the needs of our state.
