The Rent Stabilization Association filed a lawsuit yesterday against the city over the **Tenant Protection Act, which allows residents to take their landlords to court if they feel they’re being harassed.

The RSA, which represents landlords of rent regulated buildings, tried to stymie the legislation, which passed in March, claiming City Council overstepped its boundaries. Only the State Legislature can alter the jurisdiction of Civil Court, the lawsuit claims.

"There are 10 laws already on the books that accomplish what this law does," RSA’s Frank Ricci said. "If anything, this will do nothing but clog the courts with frivolous suits."

City Council Speaker Christine Quinn plans to **rally at City Hall today with tenants and advocates against the lawsuit.**Legislation recently passed through years of advocacy by Make the Road New York and its coalition partners.  25 Make the Road members participated in the rally.
